Client Overview:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is an international cooperation enterprise for sustainable development, with operations worldwide. The GIZ project, co-financed by the European Union, focuses on supporting selected Kosovo municipalities in modernizing public services related to waste management. The objective is to enhance efficiency, meet citizens’ needs, and establish a sustainable waste management model. The SMS project, operating under GIZ, has been pivotal in advancing basic waste management services in Kosovo, working towards a sustainable waste resource management system.

Problem:

The existing billing and revenue collection software, implemented in four Kosovo municipalities under the current system, faces several limitations. These include a lack of real-time communication, outdated technology, absence of client/citizen profiles for payment tracking, no integrated banking options for debt settlement, and a security concern due to external cloud hosting. To address these challenges, a more flexible and locally accessible system is necessary.

Goals:

  1. Develop a comprehensive system that aligns with legal frameworks and institutional arrangements within sector line Ministries.
  2. Review and consolidate the existing operator model in three municipalities and provide a detailed guideline for waste fee collection, covering legal, financial, and organizational aspects.
  3. Create a billing and revenue collection software that addresses the limitations of the current system and meets the specific needs of Kosovo municipalities.
  4. Facilitate the reform of the waste fee collection operator model through joint consultation processes.

Solution:

The GIZ project, in collaboration with the Ministry, municipalities, and AIS (as a host), aimed to develop a new billing and revenue collection software for municipal solid waste management. The key components of the solution included:
  • Legal Framework Assessment: Evaluate legal frameworks and institutional arrangements of sector line Ministries to select the ministry/department that will facilitate support for municipalities on waste fee collection operator model reform.
  • Review and Consolidation: Review and consolidate the existing operator model practiced by three municipalities. Develop a detailed guideline with a step-by-step approach covering institutional, legal, financial, and organizational arrangements.
  • Software Development: Create a new billing and revenue collection software based on the detailed specifications and requirements outlined in the project document. The software should address the limitations of the current system and incorporate necessary updates and additional requests from municipalities.
  • Training: Provide training to the appointed ministry department and municipal officials on all activities and arrangements related to the waste fee collection process. Offer user manuals and training materials for ongoing self-training measures.

Results:

The GIZ project achieved significant milestones, including:
  • Implementation of a new billing and revenue collection software that addresses the limitations of the previous system.
  • Establishment of a detailed guideline for waste fee collection, facilitating the reform of the operator model.
  • Enhanced communication and real-time tracking capabilities for municipalities and citizens.
  • Integration of banking options for debt settlement within the software.
  • Local hosting of the application, addressing security concerns related to data protection sensitivity.
  • Strengthened collaboration between the Ministry, municipalities, and AIS for effective waste fee collection reforms.
Through this initiative, GIZ contributed to advancing Kosovo’s waste management services, promoting efficiency, and meeting citizens’ expectations for a more sustainable waste resource management system. The new software has become an integral tool in streamlining waste fee collection processes, fostering a more transparent and accessible approach for municipalities and citizens alike.
